Like you say, "unless he/she was speeding". What still images don't show is that she came flying up behind, well in excess of the limit for the distance she covered in no time. What still images also don't show is how close she got to the rear of my car before fully pulling clear of it. The lower image shows the other car had to swerve to the kerb as she was driving down the middle of the lane and then instead of overtaking like a normal person she was millimetres from my wing mirror.
As you only have still images to go off & wasn't there, no it wasn't legal. I was also doing the limit so if that's too slow then take it up with the local authorities for setting that as the limit.

What's the problem? There's no oncoming cars. No junctions on that side and road markings allow it. Unless he/she was speeding that's a perfectly legal.
Perhaps you were being slow. Either why stop moaning.
