All that seemed to have occurred is that the 4th lane had not yet stopped, maybe an accident in lane 1 or 2. His action was totally unjustified since all the time it appears the traffic ahead was beginning to move away again.

All it shows to me is that when the traffic was stopped, these drivers stopped. In one clip another driver can be seen retrieving something from his boot...a sure sign that traffic was not just normal. When the obstruction cleared, the traffic started to flow again.

Lane one and two are for another road, which branches off from the M62 at the next junction. Lane three and four are for continuing on the M62. The congestion is linked to the road coming off the M62 (lane three is busy because I presume people realise they need to be in lane one or two late on or are queue jumping), but for some reason these pair of nitwits want to slow those continuing on the M62 down to the speed of those going a different route.
This is evident in the vid, as once they pass the junction the traffic eases and the nitwit in lane four realises this and finally decides to move out the way.
The guy who uploaded the video did explain that there was a lane closure a few miles back, but the lane had reopened at the point where the video was taken (as shown on the vid with the gantry signs all showing 40 at the start). I suspect the braindead idiots had not realised this and decided to be vigilantes.
