yes. I did see it. Its really obvious. You were scrolling down through facebook. Thats why i dropped back so get your reg plate. I dont care if you're causing traffic and get bored, YOU chose to drive, you CHOSE to be ''stuck'' in traffic, therefore you have no excuse to touch your phone. You're also driving at 1 mile per hour in a 40 limit instead of using the cycle lane and buying a bicycle. This is an obstruction of the road.
