Supposed to wait on the car completing the turn if you can't pass safely.

This guy changed lanes on a roundabout with an articulated lorry right next to him and crashed into it, how can you not see a massive truck right next to you? Must be blind or on the phone or something! Shouldn't be driving if you eyesight is that bad!
