Company Vehicle for Civil Construction Services. I witnessed the driver smoking canabis whilst leaning against the vehicle on a public road. He then entered the vehicle and drove (notably in excess of the speed limit) along a busy dual carriageway in Liverpool. 28/09/2018 at approx. 1200hrs.
