Nope not illegal at all parking in someone elses space. At worst its a civil offence. And even then a civil court (small claims) could only enforce repayment of any out of pocket expenses.

Another example of why cyclists should have insurance if they plan to use the road, if that car gets damaged and the cyclist rides off, who pays??
So you've for some odd reason decided your the authority on cycling education or more to the point taking a video showing none of the things your advising and typing some ill judge crap .
Either that cyclist came from the pavement or his road positioning was awful to begin with , why would he drop back to the curb after going past the first two parked vehicles when the white van was meters ahead .
Also he's all over the road like someone out of an 80s teen film and makes zero attempt to observe what's going on around him , also if your that dangerous you should maybe consider a helmet and cycle clips for your trousers .
