When I shook my head at him he sped around me, screeched to a halt in a cloud of smoke, got out and then started ranting at me. He accused me of "cutting him up". I calmly explained it was a roundabout. He got back in his machine and vacated the scene.
I can only hope next time he notices that it's a round about.
No - pulling over to continue the call is still breaking the law. You need to be stopped with handbrake engaged (at the minimum) before you pick up your phone.
For £30 or less you can get a bluetooth handsfree car kit/headset - it is a lot cheaper than a £60 fine and points but I doubt that will make you change your ways so I'll try this

Asshole parks directly opposite a junction, forcing traffic onto the wrong side of the road where there is very limited visibility for turning traffic. Has almost caused an accident numerous times.
Parks like a tw*t - thinks that just because its a double yellow they can park on the pavement instead.
Together with other bell-end drivers, is blocking pavement making it difficult for anyone in a wheelchair, pushing a buggy, or elderly/unsteady to get past. Busy A road.
