Parks blocking entire pavement in a built up area, starts engine and doesn’t move for a while holding pedestrians up thinking he was about to move so waited patiently but discovered he had no intention of setting off straight away so had to risk walking around the truck and avoiding the driver’s blind spot in case he decided to move. Dangerous for one mother and her child.
