The drivers poor overtake could easily have killed or injured the cyclist and is inexcusable and would result in a prison sentence.

The way I see it both are at fault here. Had the cyclist remonstrated calmly it could have been a different outcome. With regards to the driver, I'd ban them; they're clearly using a 10+ ton truck as weapon (including trying to impeded the cyclist's path several times so as to crush them to death).
