This car was speeding in side a car park on a bend of the road, no one would be about to see them coming, then when on the open road as I was following, speeding down the road not caring about anyone else also had no seat belts one

This person reversed into the my rear bumper whilst i was stationary in a parking spot clearly he didn’t check his mirrors and tried to tell me that i was reversing and hit him when i had stopped to let him out
