This happened in Surrey in a town called Chessington.
My partner described the driver as a white, 6 foot tall man in his 30's with blonde short hair. Unfortunately it was quiet dark and my partner was full of adrenaline at the time I'm afraid.
Watched him do the exact same thing again to someone else on the same road today. Obviously the letter from Operation Crackdown was screwed up and put in the bin.
It would be perfectly reasonable to expect someone to emerge from the junction as demonstrated. But even proceeding with caution, you'd stand no chance with this prick van driver: their thinking distance would be negligible. The same for if a kid had ran across the road between parked cars. No time to react.
I think that anyone with half a brain can see that the van driver is going way too fast for the conditions. What if the dash cam driver hadn't reversed? Also shows why people shouldn't park near junctions as it creates blind spots.

You need to report this to the police before they do it to someone else.
