Looked like this was a couple of idiots on an e-bike. Turned out to be two (or is it three) idiots on a motorbike not wearing helmets. The index is fake as well (checked with DVLA).

Idiot in a Kia Rio heading towards Morecambe from Lancaster. They've had all the time in the world to get in to the correct lane but leave it until the literal last second, nearly hit the car that's in the correct lane & rightly get beeped at.
