Crashed into an Old lady and she had a panic atack. To make people safer I think he should get his insurence taken away until he has learnt his lesson

i was trying to cross the road until i saw this bad driver that was playing her loud music on the road as she was over taking 6 drivers, and she was driving on the wrong side. she was driving around 40 miles an hour in a 30 mile an hour road. the driver came to me as i tried to cross the road from the zebra crossing light, the driver passed me and nearly ran me over. the driver never saw me as she was on her phone. i noticed that she was not wearing her seat belt. after she passed me there was two red light ahead of the road that she went by without stopping, thankfully there was a car that the driver could not over take and the bad driver stopped and i manged to get the number plate.

WHOEVER DRIVES THIS CAR WAS TAKING PICTURES OUT OF HIS CAR OF YOUNG WOMEN. I WAS WALKING UP MY ROAD EARLIER AND SPOTTED THE PERSON INSIDE THE CAR POINTING THEIR CAMERA OUT AND HEARD LOTS OF CLICKING NOISES - HE/SHE WAS OBVIOUSLY TAKING PHOTOS OF THE WOMEN WALKING PAST. AS I WAS ABOUT TO APPROACH HIM/HER WALKING PAST I KNOCKED ON THEIR FRONT PASSENGER SIDE WINDOW TO ENQUIRE AS TO WHAT THEY WERE DOING AND HE/SHE DROVE OFF.
