How do you know these lights were calebrated correctly? Did you even see the lights on their side?
I ask because I went through temporary lights a few days ago and there were green my side and by the time I exited, they were green on their side too.
So don't just assume.

I live in Colchester and have seen this exact same car - the driver is always breaking the law, driving like a total idiot, overtaking on blind bends (from my experience), and speeding - overtook me on a corner in a 30, and then proceeded to drive way above the speed-limit along London road, breaking for the speed camera, and then accelerating hard again.
I'm just pleased that someone has got themon camera and exposed them.
