They were fully aware of their infraction.. they need to be equally aware the law is clamping down on morons who think they can treat cyclists and other road users like dirt. You can run, but you will not hide.

Speeds in a 30 zone hogging the outer lane (2 lanes) but doesn’t move over to let other vehicles pass in a faster zone further down. Seemed a bit stubborn.
