I gave the driver a thumbs down but I understand that these vehicles that are normally operated by local authorities or their contractors are permitted to do this although unfair, best to report it to your local Council and Councillor if you feel aggrieved.

However if the lights changed to amber and it is not going to cause an accident (from the view of the blonde in front) then she did the right thing even if she was over the line.
Honestly I think the cyclist could have taken a better road position. Secondary position is not recommended at a roundabout, you should be in primary to avoid situations like what happened here.
