This was an innocent mistake. Blue car was going straight and didn't indicate left. He was doing this unaware of the recent addition of arrows which did not exist before. J9WAG is clearly the main tool here. Only if explicitly marked should he go left from the right lane.
A bit tricky... the 607 is parked badly, and if the Civic driver parks one space to the left, somebody might try to squeeze into the space between and possibly mark both cars. Having said that, it's possible that it's just been dropped from heaven regardless of the Peugeot's parking. Those are some very long spots, I have to say.
