All you need to do in the event of an accident is exchange reg numbers and insurance companies. Thats it. no phone numbers or anything. if you have a camera on your head recording the whole incident ask the other person if they are ok, if they say yes then that settles it. If its a very minor thing like this and you both agree to settle without getting insurance involved try to do it there and then and get a signed reciept. Never apologise as it implies responsibility.

I cycle here a lot. Will keep an eye out for him when he is out of the car ,
