Driver too engrossed in what's going on with what I can only assume to be his mobile phone. This is more than just a 'glimpse' that many people seem to deem as acceptable and the reason we need more enforcement on the roads.

Honestly, this person hasn't got a clue how to drive. No lane discipline, no spatial awareness and no control of their car. Another case of buying something too big for their brains. Stay off the road, hazard.
