I would get evidence and get the community to make a complaint to the council. This way the council cannot dismiss the case on account of you not going through the correct channels. You could also approach the driver, but I understand why for whatever reason this may not be possible including on the grounds of personal safety. Some right ignorant people about..if this person insists on being anti-social and waking people up, then they absolutely need the attention they crave in the form of video's posted online and some nice bills coming through their door to remind them how to behave :)
Unfortunately if there's nobody in and the car is not causing an obstruction then they are legally entitled to do it, even though it's somewhat inconsiderate to the owner/occupier. Also, they may not know you need 24/7 access.

Saw this Indian man almost run into a family in their car after he was pulled up in a bus stop. He was making rude gestures at them and almost crashed into them. My husband and I were both horrified.
So I drove through a light as it had just turned to red and some maniac behind me in a corsa came flying through as well. I then drove through another red light and he followed me through again. What a hazard, young drivers these days!
