Where is this junction? Cheeky possibly but is it really running a red light? Looking at the road markings right turns are allowed there and the driver didn't cross the solid white line. Could you argue that the junction was before the red light? Seems like a poorly designed junction to me. Also the size of the box junction may indicate that it is a right turn before the light.
