The driver's actions were quite hard to see. However your own dashcam showed you increased your speed to 38mph in a 30mph zone. Not great.

Both lanes coming on to r'bout are marked for straight on.
Pretty sure it's ilegal to overtake where there are zig zag lines at a crossing too,
