I would say that :-
1) It's a front garden not a driveway. It's too small.
If it had a raised kerb and they applied to the council for a dropped kerb (required to make it an official driveway) they would be refused on the grounds it's too small for a car to fit.
2) The back of the car is over and blocking the footpath.
3) The yellow lines indicate parking restrictions between the building lines or property boundaries, not just between the two sets of lines.
Looks like they gave got away with it for 12 years and now someone has decided to enforce the rules they are complaining.
Didn't they consider the parking when they bought the property? And the two of them have three cars between them?
