This is called 'ICEing', and is done by morons to protest against electric cars because it threatens their precious ICE (Internal Combustion Engine) cars.

Absolute maniac. Was driving along with my wife and two kids in the back, when I saw a Toyota Aygo coming up behind me. Started trying to tailgate me, but managed to stall on the Ombersely roundabout, what a dipstick. When he tried to restart the car, the sound of what can only be described as a hairdryer came out.
