This guy does not understand the highway code and will play chicken and block you while rolling down his window to shout.

Passing the parked cars on the left, the car does not have right of way due to the necessity of crossing onto the opposite side of the road in order to clear the parked cars. The car will need to wait behind the cars to give way to oncoming vehicles.
