This woman was scrolling through her phone, not looking at the road. She was driving in the 3rd lane. I wanted to draw attention to her but was worried it could cause a accident

Large Silver CITROËN Van Reg; Sk18 CAG just nearly killed me at Mile Cross Lane in Norwich, 0915 23rd April 2019.
In a hurry to get to Red light he swerved through traffic from right Lane into me, straight into curb. He then continued swerving between traffic until he ended up at the main junction Red lights, turning right at main junction.
I went alongside him at those lights just as they changed and shouted, he then attempted to run me down again, by swerving across me into the curb (again).
This guy nearly killed me twice.
Will report to police but doubt they will do anything.
Nice clean van, I imagine he's a local or working local
