I'd be more concerned about that HGV overtaking like that
I'd like to know the location / speed of road / speed dashcam driver was travelling at before I make any further assumptions but looking at the road markings and the junction (coming into view at 45secs) it looks to me a very dangerous overtake by HGV

Stupid driving. But I guarantee you this. If you reported this to the police then your use of rude hand gestures would work against you, as the police would see is provocation. Don't do it mate..be the bigger person. Don't give an idiot driver even more reason to try and wriggle out of an offense.
