I cant believe parents let their child drive when they are this bad at driving, never seen somebody stall going down a hill and go 20mph everywhere, please stay off the road

This driver is unaware of their surroundings. Just sat at the lights when they were green for a good while trapping the cars behind as the lights went red. Was obviously on their cellphone.
