This she/he can't drive at all he had what looked to be a video camera on his dash as he is Nonchalant to the fact that I was trying to cross he then beeps his horn at me for no apparent reason

Let the DVLA know ASAP.
Or even better, if you've received the logbook, say the vehicle was scrapped on the date it was registered to your address. That will cause them some problems!
