They approached him, and got in his face. They apparently struck him, causing him to feel that violence was imminent.
If they don't like people filming in public they shouldn't be out in public. Simple.
The officer's knowledge of GDPR appears to be dire. The operatives may well be in a publicly-accesible place; however, the GDPR law does not apply equally. Saying "anyone can film" in relation to GDPR law is it appears a misappropriation of said law. Naughty.
