If a vehicle is parked and causing an obstruction, it is a police matter who are supposed to act. However, most police are useless and cannot be bothered to reinforce the law. You could check with your local council about their parking regulations. Perhaps an official complaint to the Chief Constable would help?!

Could you please stop being inconsiderate and stop parking on the zigzag lines whilst watching me taking photos of offenders? You're one of them and just add to the congestion/put children at danger.

This driver has traded in the paper document for his phone instead! You can't really see it in the photo, but you can see a small glimpse of it on the video I was filming. How do people like this get their licence? You're driving a 3.5 ton vehicle in a pedestrianised area with children around and in a country where jaywalking is legal. This is how children get killed in road accidents.
