Whoever recorded the video is the Idiot. There is a single lane, he is turning right. He gets into the correct lane position to turn and waits for it to be clear then begins. The dashcam driver had loads of time to stop but didn't and ended up hitting him. Bad judgment by the dashcam driver who cannot accept blame. He even gets out and talks to them politely to then go online later and call them idiots when they probably won't ever see it. Man up and accept blame for your mistake.
