We all need to learn the "Dutch Reach". It's common sense. We as car drivers should be aware of vulnerable road users. Be they annoying "MAMILs" or young kid on their first bike.
This is why the highway code does not recommend undertaking on the left. You have to take responsibility for the accident. You weren't in a cycle lane.
When I took my driving test my instructor said always leave a car doors width when overtaking a stationary vehicle, why should bikes be any different. I assume this is on highway code too.
Just cos your on a push bike don't mean you can use different rules.
Passengers don't have to read or even understand highway code so you can't blame her.
Thr drive however deserves a fine for driving off. Should have left his details but not to blame for impatient cyclists.
