Parked their car very badly outside my neighbours house on Christmas day and left it there ever since, shes having to carry her baby son up the road in the snow, hes also part blocking someones driveway!

No stopping also means that you mustn't stop to set down passengers! Could have driven a little further up the road and stopped where it was safe and legal.
