It's also illegal to cause harm or distress, it could be seen by setting up a tripod and pointing a camera at the property it is more than just a hobby or an inadvertent act but more of a deliberate act of wilful targeting and abusive behaviour - distressing for the tenants.

According to Telegraph and Argus, 2 officers from West Yorkshire Police parked the car over 2 bollards.
