The speed limit is a limit not a target, the highway code also states you shouldn't slow down to avoid an animal (and there is no need to report hitting an animal unless the rta specifies it as such)

Do you have any further details/observations, etc? Also, thanks for looking out for people - world could do with a few more like you as most of the time I see folks just carrying on not caring what's going on around them. It's also the reason when I am on a bike I try not to stereotype people in cars, or even on bikes.

If a vehicle is parked and causing an obstruction, it is a police matter who are supposed to act. However, most police are useless and cannot be bothered to reinforce the law. You could check with your local council about their parking regulations. Perhaps an official complaint to the Chief Constable would help?!

Rude and arrogant driver. Overtaking dangerously and reckless driving over the speed limit. Childish attitude, cutting you up and an overall disgrace to the driving community. Not safe for this driver to be on the roads.
