I see what you are saying - but I think we are on the same page in essence! I guess this is a really good lesson to us all that blind spots can be can hide things very well!
If pedestrian traffic cannot get past this is an offence - s 137 Highways Act 1980 - record each separate event with photo.
In order to park on the footway the car must be driven on the footway this is the same offence that cyclists get hit with s.72 Highways Act 1835 - offence to drive a carriage on a footway (cycles were recognised as carriages in 1888, cars in 1903) Unfortunately the Police insist that they won't issue a fine (and points) unles caught in flagrante delicto despit the obvious fact that to put the car there the offence must have been committed.
Report also to the local council taxi licensing office, or mention it casually to a taxi driver....
Now if this site had a link to insurers, or a flag system for offences the cars used illegally as taxis would be listed conveniently for the insurers to follow up on, or identify as uninsured for the Police to deal with (NB using it illegally voids the insurance anyway - so the Police can stop & seize the car if it is being used as a taxi.
