In the wrong but anyone could easily see what he was going to do. Have you never misjudged a maneuver, chill out, make allowances, no one's perfect. :)
Cyclist should have made allowances for the learner or anyone else for that matter. It was obvious what they were going to do. Ride defensively not aggressively! 2 wrongs don't make a right!
Report to the police, with evidence. Drinking, dog in distress, dangerous driving at the very least.....
