That should be the case for ALL drivers.
New drivers should do the equivalent of a CBT before they are allowed on a public road. It's simply too busy on the roads these days to try to learn the basics of car control on a public road.
Also seems crazy that someone can pass their test and immediately drive on the motorway having never done so before?
Should be a staged licence/training system.

It's abut time BMW and Audi drivers had to pass an additional driving and intelligence tests before they are allowed to drive said vehicles.
