By the looks of it, that car was going to park on the large pavement to the left on the cyclist, but the man with camera positions himself to the left as much as possible, thus blocking the car from getting onto the pavement to park. He was not parking at the traffic lights.
Driver's got no excuse. Shouldn't be over-take there plain and simple. The rest looks like assault. This is why I always keep my distance no matter whether I am walking, cycling, motorbike riding or on foot. If someone then tries to get in my space I tell them to keep their distance and I stand back unless I have to close to gap to defend myself. At least then I know I've covered myself legally. I am not a violent person but some people are violent plain and simple and will use any excuse in the book to try and justify their behaviour..in this day and age you don't take any chances and you don't stay to argue the toss.

=stops traffic to fight another driver
This driver is an absolute liability, flys down a single file lane but out of the lane in chevrons, then cuts up in front almost hitting my car, when I hit my horn he was going to get out his car but changed his mind. Terrible driver...
