I wonder if this is related to others alleged incidents over the last few days. Today for instance, there was a lot of police activity in Tipton..car chases, stingers and at least one arrest, apparently. I really hope they are related and I really hope the name(s) of those founds guilty in a court end up in the public-domain, because I am going to post them on here, there and everywhere.
I would get them on video and post it on social media. It's a public space, so you have every right to film it - they just happened to get in your view.

By the looks of it, that car was going to park on the large pavement to the left on the cyclist, but the man with camera positions himself to the left as much as possible, thus blocking the car from getting onto the pavement to park. He was not parking at the traffic lights.
