What a total idiot. Well over speed through Exeter bypass 40 mph limit, swerving across lanes in front of others. Nameplate of “Biff” in front window.

Worst guy I have ever seen! Blew straight through a roundabout almost hitting a Taxi with kids inside and a van. Absolutely unbelievable. Apologies I do not have any photos or videos.
