It's not your place to police the roads mate. And when you're ordering people about, they can in some cases turn violent without warning. Whatever point you're trying to be making will be secondary to the simple fact someone told them what to do.
By all means, if that car is blocking your way and you can't get past, then push the mirrors in. Either than or walk in the road. Don't argue with him: simply say he appears to be causing an obstruction - then simply ride on.
And yes, I do think he is causing an obstruction. But please, do not fall into the trap of arguing with someone spoiling for a verbal or other, altercation. Take the moral high ground. Too many nutters about.

Once again, this pervert of a motorist comes speeding off the M6 J33 at the A6 roundabout without giving way, tailgates and harasses the vehicle in front, overtakes at excessive speed, gets held up by vehicles further down and harasses them. Overtakes in continuous white lines, then again in Cabus passing the wrong side of the island in the middle of the road (keep left), jumping a red light at Cabus, cuts across approaching vehicle when turning right onto A586 Churchtown and continuing his perverted way of driving.
Definitely classed as a pervert on the roads as this driver is a threat to other road users and abuses in whatever way possible.
