Northumbria Police have already said they will not accept dashcam footage at the moment unless its requested by a police officer as witness material.
Persoonally, I think if the footage is clear, showing the offence and the registration plates without obstruction and is unedited, the it should be able to be sent to the police. In this day and age when force numbers are being cut, surely this helps them.

Because it was a warm day and it's nice for the driver to soak up the sunshine, undoubtedly with the aircon on full blast, whilst the precious offspring wander round the shop; possibly looking for a swan to barbecue.
