Hard to tell what else went on before the filming started, but the video only shows the angry woman standing in the way of a car and she bumps into the car which was almost stationary. Forgive me for not believing anything else you say.

You havent really reported to police have you... Spent hours trying to contact them, go down spend a few hours giving a statement. Then yer goint to attend court sometime in the next year to be a witness... No didnt think so but makes you sound important doesn't it

Not defending parking on the pavement, but do you know for sure it is their driveway? Just a thought as it may not be and they're visiting the other house with the car(s) or just elsewhere?

I agree both drivers were way too close, but the Highway Code does not say you have to give a lanes width, it says
"give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car"
This is a really useless rule as some drivers will overtake a car with a foot betweed vehicles, if they then give the same room to a cyclist this is the result, no rule broken but a dangerouse overtake non the less.
