I would recommend getting a camera (both front and rear). If what you say is true then the driver needs speaking to by the police. Some people will differ on this, but if someone did that to me I would take the lane; they have no other choice than to wait or run into you and if they do the latter it's open season as regards litigation. I never react or try to escalate because they will try to use it against you. I just let them fuck themselves up. People who drive like this deserve everything they damn well get. Hopefully they'll try this and get caught on film, complete with their fucking face. Take care.

Looks to me like the esteemed officer was going a bit quick too (assuming the camera was travelling at at least 30 mph). Wet, busy built up area, no blues and twos. That alone should be enough for his superior to, at least, have a quiet word in his ear if nothing more. Disgraceful.

It's covered under Section 3 of the Road Traffic act 1988, under "careless, or inconsiderate, driving"
To wit:
3 Careless, and inconsiderate, driving.
If a person drives a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or place, he is guilty of an offence.

3ZA: Meaning of careless, or inconsiderate, driving

(1)This section has effect for the purposes of sections 2B and 3 above and section 3A below.

(2)A person is to be regarded as driving without due care and attention if (and only if) the way he drives falls below what would be expected of a competent and careful driver.

(3)In determining for the purposes of subsection (2) above what would be expected of a careful and competent driver in a particular case, regard shall be had not only to the circumstances of which he could be expected to be aware but also to any circumstances shown to have been within the knowledge of the accused.

(4)A person is to be regarded as driving without reasonable consideration for other persons only if those persons are inconvenienced by his driving.

Spraying pedestrians with water from a puddle would be deemed as being "inconvenienced by his driving"

Undecided on this. In a lot of cases if a driver wants to soak a pedestrian they tend to veer towards them; in this instance the car's path is fairly straight.

The left hand lane was free when you made the turn so you should have been in it. The two cars from the junction opposite could easily have continued their journey in the right hand lane unimpeded. They must have thought that you were familiar with the highway code. They were wrong.
