Post registrations. It's a public space and you are lawfully entitled to take pictures as long you don't harass people. Would recommend blurring out faces if you want, especially children but by all means post registrations.
Now THIS is what gets me. Every time this problem occurs in Sandwell and other areas random checks confirm a HUGE number of these vehicles should NOT be on the road. Last time a check was done there were 7 out of 13 vehicles that didn't come up as having either no VED, MOT or insurance.
Why aren't the police entering these grounds and seizing these vehicles? Why do the rest of us have to abide by the law when certain other entities can stick two fingers up and risk innocent people's lives?
Sorry to go on. I don't know what my words will achieve. It just pisses me off the extent to which these councils and the police will go to in order to be politically "correct" instead of doing what's right..
