This woman is stoned. Drove at 15 all the way through Radlett (a 30) zone. Never got within 10mph of the speed limit until i left her at the park street roundabout. Strong herbal smell coming from the car.

Driver forgot to put handbrake on, allowing his car to roll out of Surbiton Station across a main road and into a bin opposite. Were it not for the bin would have rolled into a busy cafe. Driver simply got in and drove off despite damage
