This woman is stoned. Drove at 15 all the way through Radlett (a 30) zone. Never got within 10mph of the speed limit until i left her at the park street roundabout. Strong herbal smell coming from the car.

Basically he parked outside the house when we put out a cone which basically meant that the space was reserved. The idiot could not see the cone as it was moved by the cars bumper and missed the next car. This driver claimed it was not his car which is concerning.
