The driver of this silver Mini has no idea how to drive on a motorway. Pulls out from the hard shoulder right in front of other vehicles almost causing a collision. Everyone knows you build up speed on the hard shoulder to match the flow of traffic before pulling back onto the highway (and of course make sure it's clear to do so). Amateur driver with no intelligence.
